Asbestos report North Common Village
I’ve attached the full North Common and George Flanagan Asbestos Reports that the Lowell Housing Authority commissioned to insure the safety of their workers.
It should be noted that these reports were SPECIFIC to Crawl Spaces in the Basement where WORKERS NOT Residents have access and that in the case of the North Common Village includes this statement: (Bold mine)
ATC’s summary of findings, based on the analytical results of samples collected and visual observation in each crawl space is that the previous asbestos abatement project performed many years ago completed the removal of all visible asbestos containing pipe insulation and pipe insulation debris from each crawl space with the exception of at the rickwell location where the piping penetrates the perimeter wall and goes underground to another building there is evidence of pipe insulation at this location.
Although no visual evidence of asbestos-containing pipe insulation or pipe insulation debris was observed to be present in the main crawl space areas during the limited inspection, based on the analytical results of representative soil samples collected that ranged from no asbestos detected (NAD) to 2% Chrysotile Asbestos, ATC must conclude that soil is contaminated with asbestos fibers and that all soil throughout the crawl space should be treated as an asbestos-contaminated material.
Workers who enter the crawl space areas to perform miscellaneous maintenance activities should be properly trained, wear the appropriate personnel protective equipment (PPE), and take care not to create dust. These test were commissioned by the LHA in order to ensure that ALL the WORKERS who had to be in those area’s were equipped and informed.
There is NO EVIDENCE in these 2 reports that the Residents were EVER EXPOSED or that Asbestos existed at the time of the North Common renovations. So Mr. Doyle and Councilor Elliot and Mr. Camacho are all still WRONG in their accusations of illegal removal and dumping. The IG/FBI Report is still Valid and the case is still closed.
To me this latest release of documents by an unknown person is just another attempt at attacking the Executive Director and LHA Board and is really a non-issue except to the workers at the LHA and the Union they belong to who need to work with the Executive Director and Board to make sure that they are kept informed and protected.
