Attached is the 8 page letter the City Manager sent to Mr. Bayliss outlining his reasons for removing him. Here are the 10 reason cited:

First: You have on more than one occasion failed to act or failed to act in a timely matter on matters of municipal importance.

Second: You have on more than one occasion failed and refused to follow the law as advised by the Law Department

Third: As Chair and a member of the License Commission you acted in an arbitrary, capricious and negligent manner when you dismissed, with prejudice, charges, against a liquor establishment without hearing any
evidence from either party.

Fourth: As both Chair and a member of the License Commission you have on numerous instances made inappropriate ethnic slurs.

Fifth: You have repeatedly used inappropriate language and made inappropriate statements during the course of publicly held and publicly televised meetings.

Sixth : As Chair and a member of the License Commission you have on more than one occasion made disparaging and uncalled for comments regarding the Lowell City Council, the City administration and members of the public.

Seventh: You have conducted meetings as both a Chair and a member with often a complete lack of decorum and engaged in what appears to be violations of the Open Meeting Law.

Eighth: As Chair and a member of the License Commission you have made inappropriate statements based on the applicants’ gender.

Ninth: As Chair and member of the License Commission you have made numerous comments which evidence bias in your dealings with the public, liquor establishment owners and other applicants that come before your board.

Tenth: Conduct unbecoming a City of Lowell License Commission Member
