Paying Attention – Tom Duggan Back on WCAP!

Duggan Returns to WCAP on Saturdays
After a one year hiatus from 980-AM WCAP radio, WCAP owner Sam Poulton has announced that The Paying Attention Radio Program with Tom Duggan returns to the airwaves on Saturday, November 5th at 10AM.
Duggan will be filling in for the vacationing Jon Golnik in his 10AM time slot this coming Saturday and will return permanently the following week with a scheduled time of noon-2pm every week.
Paul Murano will return as co-host and Paying Attention will be produced by WCAP personality Jack Baldwin.
It’s the VERY same show, on the same station, no holds barred and no sacred cows. We will be calling it like it is every week just the way you used to like (hate) it!
The sound will be the same with our famed audio clip segments, celebrity interviews, annoying Shakira bumper music and an outrageously entertaining presentation of local news, politics, and perspectives. We will have newsmakers at the local, state and national level on as guests and we promise we won’t hold any punches!

Police Patrol Union: PROVIDE EVERY LOWELL POLICE OFFICER WITH A GPS EQUIPPED PORTABLE RADIO
The following Letter is from the President Lowell Police Association Dan Kennedy and sent to the Lowell City Council. Officer Kennedy asked me to share this with the readers.
Dear Lowell City Council,
As you may be well aware Manager Lynch plans to install a GPS system in Lowell Police Cruisers. He has stated on numerous occasions that the purpose of GPS is officer safety, also it would aid in dispatching the closest units to public safety incidents.
Let’s be perfectly clear the Lowell Police Association is not opposed to a GPS system that will enhance officer safety and response.
We presented the following proposal to Manager Lynch who quickly dismissed it.
PROVIDE EVERY LOWELL POLICE OFFICER WITH A GPS EQUIPPED PORTABLE RADIO.
An officer’s portable radio travels with them, through back alleys, yards, over fences, along the train tracks, into buildings etc… Additionally a portable radio equipped with GPS would protect our members on walking routes, on bicycles, detectives as well as officers working details. Under Manager Lynch’s proposal these officers would not be protected.
WE ASK YOU, DOES THIS MAKE ANY SENSE?
As for Manager Lynch’s belief that Police Cruisers equipped with GPS would allow the nearest officer to be dispatched to a public safety incident, we offer that the sheer number of officers carrying their portable radios every day far outnumbers the cruisers that will be equipped with a GPS device.
Whether the City of Lowell implements Cruiser GPS or Portable Radio GPS, it comes at no cost to the taxpayer. Manager Lynch has indicated he is using the Law Enforcement Trust Fund to pay for his plan.
After consideration of both proposals, ask yourself, the following questions:
Which proposal truly protects the lives of Lowell Police Officers and also benefits the Citizens of Lowell?
Is the manager’s motivation officer safety or inventory control?
Why did Manager Lynch advise Lowell Police Association leadership that his City owned police vehicle that is equipped with police radio, lights, siren and Massachusetts Police Plates (police #10) would not be equipped with a GPS system? What does the City’s Chief Executive have to hide?
Why would Manager Lynch be against a Portable Radio GPS system that not only accomplishes his goals but protects the lives of the Lowell Police Association Membership at no cost to the taxpayer?
We respectfully request that you consider the above proposals, providing any feedback to achieve what I hope is our common goal, protecting the lives of Lowell Police Officers and the Citizens of Lowell prior to implementation of Manager Lynch’s inferior plan.
