Lowell Latin Lyceum – No Policy Change in admittance Letter

With a report due in a few weeks regarding the Lowell High Lyceum some parents had expressed concern that a letter sent home by High School Headmaster Edward J. Rozmiarek was changing the admittance policy by allowing current Freshman who did not live in Lowell prior to Nov. 30th 2010 the chance to test and gain admittance as a sophomore.

However, when I inquired about this issue, Supt. Franco was kind enough to respond and has informed me that this policy has been in effect since Headmaster Samaras and shared a copy of a letter he sent in 2009 (Invitation to test 2009) and that no policy change was put into effect.

Dear Gerry,

I hope all is well. The addition of tenth grade students who have moved into Lowell for Sophomore year to Lowell is not a policy change. I have attached a letter that was sent by Bill Samaras that indicates that his process was in place at least back to 2009.

Some families apparently were not aware of this because a few had thought this was a change that required the School Committees approval and thought the Headmaster was making a change without consulting anyone. Glad to see that was not the case.

I am looking forward to the full report in the next few weeks. The Lyceum should be a high visibility and respected program and hopefully the report offers ways to make this possible.

Cleaning out a few leftover items…

Boo hoo The Dracut Supt. can’t go on a JUNKET to China and suddenly the conspiracy theory begins//they are out to get the SUPT…give me a break there is no real viable reason he HAS TOO go to China.

What I did find interesting was the statement attributed to Atty. Kevin Murphy listed on Dracut Forum

Atty Murphy explained to the board that they were not voting to approve a trip, but to determine whether the trip had educational value to the town.

In Lowell the School Committee VOTES on ALL Out of State / Overnight trips and according to Lowell School Committee member Jackie Doherty:

My understanding with any travel that comes before the SC, we are voting to approve an expense if there is one, and if there is not an expense, we are voting to approve the attendees are covered by our insurance.

For instance, when a group of students travel and even if there is no cost to the school dept., they are covered by our insurance when we vote to approve it as a school-authorized trip. That said, could folks travel without our approval—the answer is yes if they pay their own way and are not covered by our insurance, but so could any group –that would not be a school authorized trip.

So why would the Dracut process be any different? If the School Committee authorized the trip wouldn’t these employees than be under the Towns Insurance?

Which brings up the question does the Supt. have the power to authorize a trip that requires the Town to cover salary and insurance for these members and is School Committee member Bonnie Elie covered by the Town if she is in fact going as a Representative of the town in her position as an elected official?

BTW: I didn’t see the meetings but a friend of mine swore they heard a member drop the F bomb during the “heated exchange”..if so the anger management guy may need to channel his anger in a better way so he doesn’t swear during a live meeting..if in fact that occurred.

Lt. Governor Tim Murphy talked to Mike McLaughlin about the appointment to the Dracut Housing Authority! SO WHAT!

Everyone knows Lowell State Rep. Dave Nangle talked to the Gov.’s office last time and got his cousin appointed. Oh wait! The group that is complaining LIKES Dave Nangle and HATES Mike McLaughlin.

Now as far has I know, Mr. McLaughlin has been a longtime politician and held various Housing and other jobs and has NEVER been convicted of any crime nor fined by the state ethics commission (Haven’t really paid close attention). Is he an “old time” politician who rewards friends and wheels and deals..YES..so what that is nothing new for Dracut.

3 Former town officials Andy Graham, Mike McGuire and Tim Woods all hold public jobs and got them shortly after serving or because they have strong friends who were elected officials.

Karabatsos got strong armed in by the Lowell Political crowd who felt they had to save Dracut from Mike McLaughlin years ago and hardly a peep was made (to his credit Dracut Forum was against it). I find the entire episode childish. A group who was in power years ago played it for their purpose and now new people, new power and the outrage is on..Much ado about NOTHING !

Shawn is a little riled up over on Dracut Forum because he thinks today’s Sun Editorial didn’t go far enough..He goes off stating:

The Sun editorial did not hit the other big issue in town.. the ongoing targeting of the School Superintendent and split going on at the school committee. That one still smells too.

And don’t leave out the Community Preservation Committee and tax from the last town meeting, the targeting of the Recreation Director a few months back, who’s on the economic development subcommittee, the personal use of public equipment over at housing, arguments over conflict of interest votes at the BOS, sewer rates, water rates, road construction and the new truck stop that seems to have appeared across the street from Broadway Convenience.

I think Dracut may just need an editorial page, never mind a column.

Did anyone see Fred Bahou on City Life yesterday? The guy seemed to be very defensive and whiney. He even talked about himself in the 3rd person and complained he can’t get things done.

Gee Fred you think it had anything to do with your attacks on the board while running for office? I don’t think most other members forgot and you are finding that out.

I did not hear you mention the Dedication of the Auxiliary Gym in honor of Mr. E. Dennis Murphy
Coach Murphy won many championships in Football and was a legend at the school.

The UTEC attempt to get 17 year olds the right to vote seems dead in conference. It was a decent attempt and a good example of civics in actions and the teens who fought for it should be proud of what they were able to achieve

City Council Spotlight – Fred Doyle

Fred Doyle has run for the Lowell City Council in 1973, 1981, 1989 and 2009.

1) After already running a number of times, why run again this year for Lowell City Council?

Because this City is in bad shape and it is because of this Manager. The tax rate keeps going up, fees for everything keep going up and it’s because of him. He has to go.

2) What do you see has the 3 biggest issues facing the City of Lowell and how will you be addressing them?

1) This Manager is a Dictator – People can’t talk openly, he wants everything to go through him. Councilors can’t show up in a department without him coming down to find out why.

2) To many secrets and disrespectful – The way he has treated the retirees’ in this city is shameful. He has been disrespectful to people who bargained in good faith. He keeps to many secrets and doesn’t tell this council all the facts.

3) Inspectional Services – This office is still a mess, there are permits and records that have been deleted and Inspectors forced to quit or have their salaries cut because they wouldn’t play ball with him. Fees are to high for everything

3) People say you are to Negative, how do you respond to that?

I speak my mind and the truth and no one is going to muzzle me. I walked off McDonough’s show because he was trying to muzzle me and no one muzzles me. I speak the truth and if anyone doesn’t like it, they can vote for someone else. If anyone, ANYONE proves I am lying I won’t run, I don’t LIE. This is my last attempt at running for the Council and I can win because I am speaking the truth.

4) Do you support the current City Manager?

NO, he lies and he can’t be trusted. He sold the Arena to UMass and he works there part-time. How do you negotiate with someone you work for and how can you be the full-time Manager and work part-time at ULowell? The Manager’s job is 24/7

5) Are you satisfied with the Police coverage/capacity to protect the citizens/visitors/college students of a first class community. If yes,why? If not, what are your specific proposals to address these needs other than applying for state/federal short-term grants?

Considering how short-staffed they are I think both the Police and Fire do a good job. I’m concerned that we have to many Police working inside the station, we need to have them out on the street. I think both chiefs do a good job under the current circumstances.

beginning this Saturday Oct 2nd I have purchased 5 minutes of air time on WCAP and from 10:05 – 10:10 I will talk about real issues and who’s lying and let the people know the truth. I ask for 1 of your votes for the Lowell City Council.
