According to the breaking news section of the SUN

“City Manager Bernie Lynch has chosen Ralph Snow, of Dunstable, to be the city’s new assistant city manager and commissioner of the Department of Public Works.

Snow, a retired U.S. Navy captain, holds a chemical engineering degree from Tufts University, a master’s of Business Administration from Duke University and a master’s degree in environmental engineering from the University of Texas at Austin.

He has more than 29 years of facilities operations and project management experience. Since 2007, Snow has worked as a program manager for Watermark Environmental of Lowell.”

Once again we will hear from native lowellians that the Manager passed over a Lowell candidate and passed over a longtime city worker. Tom Bellgarde the current Parks and Rec. Commissioner was widely known to be interested in the job but Tom has been close with Councilors Mercier and Caulfield and doesn’t have the résumé that Mr. Snow does. Once again the Manager hires professional over political for Lowell.
